Dear @GilbertQ and anyone who comes accros this...
Thank for the response i found the error but it couldnt be found by the indication i was giving.
Let's all be aware that Desktop and Service do not read sharepoint list exactly in the same way!
While on desktop a True/False column in a sharepoint list was read "TRUE" or "FALSE" and it works to make measures on condition ="TRUE", the service reads it as 1 or 0 and therefore the measure do not return the same value, giving the impression the actualization takes part of the data....
I spent 2 days on it looking at the wrong direction... 😞
Thanks again for participation and guidance!

Hi @Quentin
That error appears to be from a Custom Visual and not a dataset refresh.
Check to see if Custom visuals are allowed?
Thank you again for your support and help, very much appreciated!
There are no costum visual in this report... it's the choroplet visual from Bing that seems to be the problem so i tried another visual (ArcGis Map) but still faced the same issue of showing only part of the data when refreshed from the PowerBi Service
Until i find a solution i published it with manual refresh from the desktop but it's crealry not the solution
Hi @Quentin
I would make sure that the privacy settings on your datasources are set to NONE in Power BI Desktop.
Then when you publish to the Power BI Service and you have to set the credentials for oAuth2 make sure that the privacy setting there is also set to NONE.
