Desktop vs Online Report Visuals

If the gauges are different in Desktop, it should also be different in Service after publish.
I think you can try to uninstall and reinstall the latest Power BI Desktop. Then create a new .pbix file to draw the same visuals to see if problem still exists.
If possible, you can also share your .pbix file to somewhere like OneDrive, so that we can help to look into it.

Yes I am using the most recent version of both. In fact, it now looks incorrect in the Desktop version where both gauges are the same size but appear differently.

I have the same issue. Sometimes I have to make one visual bigger then the adjacent one in PIB desktop so they will have the same size in the published version. Not to mention when I have a perfectly sized table or matrix (no scroll) and the published version is different and the scroll is there.
