Deployment Pipeline page does not load properly for users without workspace permissions

Symptom

Deployment Pipeline page does not load properly for users without workspace permissions for all 3 stages of the pipeline

Background

At our organisation, Developers are given Member access only to Development and Test stage workspaces of the deployment pipeline. Developers only have Viewer access to the Production workspaces. This is because Developers are only allowed to deploy content from Build workspaces to UAT workspaces, and they are not allowed to deploy to Production workspaces (which is done by Admin team who have Admin permissions to Production workspaces)

Issue

Prior to 26 June 2023, Developers were able to use Deployment Pipelines to deploy content from the Dev stage to the Test stage. However since 26 June 2023, the Deployment Pipeline page is gets stuck while “Loading” content on the page:

The page does not complete loading and Developers are not able to use any functionality in Deployment Pipelines.

This issue does NOT occur for the Admin team, who have Admin access to the workspaces in all 3 stages of the pipeline.

As a test, we temporarily gave the Developer team “Contributor” access to the Production workspace, and the Developer was able to load the Deployment Pipeline page, and was able to deploy content from Dev stage to Test stage as expected.
