Deployment Pipeline Error - The Artifact couldn't de deployed to the target workspace

Hi, 
I am getting below error message while deploying any report from one workspace (Dev) to other workspace (Test) via Power BI Deployment pipeline.

As a workaround we deleted report from Test workspace and then deployed again as a new copy,  but after that we need to set report permissions, schedule refresh, RLS and other service level activities again which we don't want.

Kindly suggest what is causing this issue.

i would receommend to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
