I'm not sure if this is a global issue, but our Power BI service is hosted in the EU cluster, and we've been experiencing the same problem since Monday. The deployment stages are blocked, even though the capacity performance appears to be sufficient.
Yesterday afternoon, the pipeline briefly returned to normal, but the behavior was unstable. Today, it's blocked again without any clear reason.

Helper IAgree, my service in UK and face similar issues. It happened since early this week and the deployment pipeline is slow and unstable. It fails to do comparsion most of the time. I keep on spending my luck on refresh the page and wait. All pipeline deployment are pending in my org.
So frustrating, Can Microsoft support really take a look
