Deploy to Test deployment pipelines slow

It seems to take over 10 minutes to deploy one small report from our Development pipeline to our Test pipeline when hitting the Deploy to Test. Why would it take so long? When I deploy from Test pipeline to Production pipeline it takes seconds for the same report. What do I need to look at to speed up this process?

Consider whether there are many parallel jobs that will slow down, and you can refer to the following link.
