Hi, Can I deploy a Power BI report in Excel, but restrict user to create dashboards in PowerBI.com?
I just want to share the Excel Pivot table, and user should have no access to dashboard creation.

You can create pivot table in excel, and connect to the workbook in power bi service, then you can pin the pivot table to the dashboard. Please refer to https://docs.microsoft.com/en-us/power-bi/create-reports/service-dashboard-pin-tile-from-excel

Once you give users access to your data, they can technically do whatever they want with your data (doesn't mean legally, just technically). Giving them the ability to create their own dashboards should be the least of your worries.
