Delete incremental refresh from Power BI service with pro lisence

Based on your description, I looked up documentation on the issue. The documentation states that you cannot download from the service once incremental refresh is activated.

There are two workrounds you can make reference to.
The first one, make sure you have the necessary permissions in the workspace where the report is located. You must be a participant, member, or administrator to change report settings. The most straightforward way to remove the incremental refresh is to recreate the report in Power BI Desktop without the incremental refresh policy. Since you mentioned that you do not have access to Power BI Desktop and the original developer, consider contacting a colleague who has Power BI Desktop and can assist in recreating the report.
