How can I delete personal workspaces of former employees? I'm not getting the option to delete as I do with a standard workspace.

As @collinq mentioned, administrators do not have a direct way to delete a user’s My workspace. These personal workspaces are connected to the user’s account and, as @MasonMA pointed out, are only soft-deleted automatically when the user is removed from Microsoft Entra ID. If an administrative option to delete personal workspaces is important, please note that Microsoft considers feedback from the community, so upvoting the relevant idea in the ideas forum could help it be considered for future updates.

"When users are deleted from the company's Active Directory, their My workspaces show up as Deleted in the State column on the Workspaces page in the Admin portal. Fabric admins can restore deleted My workspaces as app workspaces that other users can collaborate in."
The conclusion is Personal workspaces are tied to a user’s account. When that user exists, so does their workspace and when the user is removed from Microsoft Entra ID, their personal workspace is automatically soft-deleted.
