I'm answering to your questions:
1) So the last time format displayed on the Service should be "MM-DD-YYYY", right ? Yes
2) Have you compared the difference between the normal column display and the abnormal column display in Desktop ? Yes, as I showed in pictures 2 and 6
I tried to log out from the Service, clear the cache and log in again, but it's still not working.
Is it a known issue from Microsoft?

So the last time format displayed on the Service should be "MM-DD-YYYY", right ? Have you compared the difference between the normal column display and the abnormal column display in Desktop ?
You can try to publish the report to the Service again, and then see if the time format is displayed normally. If it doesn't work, log out of the Service account, clear the browser cache, and log in again .
