Dataset tab is not displaying in power bi service even though for the user View/Build Capability is given for the dataset. And also for the workspace user is given with "Viewer Access" and in the data set we have given "Viewer + Build option" in manage permissions section. We cannot set all users as Admin/Member since RLS will get bypassed . We should set the user as Viewer and he/she should be able to build reports from the dataset published with RLS. Any help is greatly appreciated.

Sorry I can't repro your issue on my side, based on my test, it works fine when I give the user "viewer+Build" permission. would you mind detailing your steps that I can look into it?
Did you grant the build permission under below interface? and please also make sure there no RLS applied on this dataset.

But when logged in using that id (when RLS is disabled/enabled)… Dataset tab is not visible.
When we make the user as “Member” in the workspace , then by default the user becomes the owner of every dataset in the workspace as well (RLS wont get applied) and the dataset tab is visible.
Our scenario is to have a dataset with RLS published so that users can access it and create adhoc reports just by dragging the fields and with security in place. So its critical to have RLS for the dataset. How can we have this then?.. We were under the impression that using viewer/build option a common user would be able to access the dataset with RLS in place.
Funny part , this did work for me one or two times. I could get the RLS with dataset , but its not working now.. Service not giving a consistent output. Kindly help.

1. Please kindly make sure the user is in your organization rather than external.
2. I found a workaround for your problem, you can create an App with build permission granted, then share the report/dashboard with the user. Then he is able to build a report under View-related from App:
The report built and dataset will be saved in "My workspace".
