Hi,
For premium licence, upload of pbix file can have up to 10 gb.
However, per Microsoft documentation, when downloading dataset in pbix format from Power BI Service, limit is 1GB. It doesn't mention premium licence at all.

I just wanted to check if there is any higher limitation for premium licence? Now i just managed to download 1.5gb pbix dataset.
Note: i have read that you can't download if there is large format, xmla endpoint or incremental refresh.

Depending on the SKU, Power BI Premium supports uploading Power BI Desktop (.pbix) model files up to a maximum of 10 GB in size. When loaded, the model can then be published to a workspace assigned to a Premium capacity.

which mentions download restrictions see another document: Download a report from the Power BI service to Power BI Desktop - Power BI | Microsoft Docs
So unfortunately your needs cannot be met for the time being.

Update: manual download works fine, but using API there is 1GB limitation for download.
