What role does Dataflows play in relation to PowerQuery in PBI Desktop and the standard ETL/ELT with which you fill a data warehouse? In which scenario would one choose which tool and why?

You don't compare Dataflow vs DQ. A Dataflow is a set of entities that you ETL them through online PowerQuery. DQ is a mode of connection to the source and you can compare it to Import mode. here is a comparison Table
