DataBricks catalog issue

I have owner and contributor role for the azure databricks service and have workspace admin access.

 

But able to see create catalog option inside databricks workspace under catalog explorer

and have admin access for the workspace but not able to go inside manage account to enable catalog

 

What are the permissions I am missing

can some one guide me to see those options..I am deployed the service eventhough I am not able to see the options
