Hi folks, I am curious to know the ideal time it takes to refresh and deploy a dataset with 10 million records (Intel Xeon 2.3Ghz 32 GB RAM). Is there any benchmark of the system configuration for th...

It can depend on the Gateway Server it is installed on.
As well as the bandwidth you have between your Gateway Server and where your data is hosted.
And also the larger the PBIX the longer it will take to upload the data to the Power BI Service.

That make sense. There are lot of factors involved and no easy way to measure or improve refresh rate while using Power BI service.
Thanks again.

There are things you can monitor such as bandwidth and Gateway Server performance to see if there are any bottlenecks there.
