Data Values Changing after publishing

I am having a problem with my target line (horizontal blue line) shifting upward after my report is published. The snip below is the correct amount which is being viewed in my Report view.

The snip below is incorrect as my target line has shifted upward. The value still shows the same amount (33,500) but is being shown incorrectly.

Please let me know if you need any additional info. Any sort of help is much appreciated!

Yes you can go into the properties for the chart and set the Y Axis start to Zero as shown below

It would appear that because the axis is dynamic it is automatically changing the values, which is then changing the location of the blue line?

To me it is still relative to the data being shown.

@GilbertQ  Is there a way where I can have it set up to where the axis is not dynamic?
