Hi, i defined a cloud sql server connection within the powerbi service, the the connectivity result is "successful"
After I publish a report using the same sql server connection details, it creates a new connection with the same name, as gateway personal as opposed to cloud.
How do i make it so the source is published as cloud? Thank you very much

This is an unfortunate default setting that Microsoft implemented some time ago. It is quite unfortunate. The only way I have ever figured it out is to create the gateway that I want to make and then to delete the personal one. You can't "convert" the personal to public but you can delete it after you have the one you want.
If you create an idea for this to not default, please let us know and we can vote for it.
