Data Source Rules option not coming - Disabled - Deployment Pipeline

Hi folks , 

I have set up deployment pipeline and I am not able to move the content from one stage to another stage. 
Dev to Test and Prod stage.

I want to set data source rules on different pipeline stages. 
Data source rules option coming disabled for me. 

kindly guide here - is any specific settings need to be enabled from root admin side.

@v-xiaotang  i am the admin on dataset also having take over settigns with me. 

could please explain me in brief where i need to owner so data source rule option will be enable for me.

Thanks to reply , But owner of the data set means take over settigns should be with me right?
