Data Source Credentials Are Not Available in the Service

Thank you for the advice. It turns out I still did have a table from Excel in the file. It did not even register to me that the prescense of the data source indicated the file was still being used. It wasn't until I tried to delete a query I knew was based on the file, which was open, that I found the file was still being used. A big "a ha" moment.
Once I realized the file was in use, I replaced it with data from a different data source and then found the data source window in PBI was missing the record for the file. I published the report and, Voila!, the refresh functionality worked.
