Hi,

 Does Power BI service can one set up a user friendly UI for self service from high level so if my workspace shows high level KPI for Operations , if you click it must have list all reports in tile view related to Operations, or if a user searches Q& A a report to monitor compliance , all compliance reports or dashboards must list as tile ?

So basically create respository of reports arranged in a typical web layout .

Not sure I understand but it sounds like a Dashboard. I have seen many people create a central Dashboard where it is simply tiles that link to reports.
