(a) Will the workspace be shared between these 2 users?

(b) What is the data limit for single user workspace?

(c) What is the data limit per dataset for publishing from desktop to service?

the pro user can be granted access to the pro workspace, he should give him access.

(b) What is the data limit for single user workspace?

the data limit for a single pro workspace is 10GB.

(c) What is the data limit per dataset for publishing from desktop to service?

the data limit per data set in 1040 mb.

For Power BI Pro users, the maximum dataset size that can be published from Power BI Desktop to the Power BI Service is 1 GB.
