the pro user can be granted access to the pro workspace, he should give him access.
(b) What is the data limit for single user workspace?
the data limit for a single pro workspace is 10GB.
(c) What is the data limit per dataset for publishing from desktop to service?
the data limit per data set in 1040 mb.

Yes, the workspace can be shared between these two users. With Power BI Pro, users can collaborate by sharing workspaces, reports, dashboards, and datasets. Both users with Pro licenses can create, edit, and share content within the same workspace.
In Power BI, the limit for a workspace is generally tied to the storage capacity of your Power BI tenant rather than individual users. With Power BI Pro, the total storage capacity across all workspaces in a tenant is 10 GB. This is a shared limit for all Pro users within the organization.
For Power BI Pro users, the maximum dataset size that can be published from Power BI Desktop to the Power BI Service is 1 GB. If your dataset exceeds this limit, you would need to optimize the data or consider using Power BI Premium, which allows for larger dataset sizes (up to 400 GB per dataset in Premium Per User).
