if you want to move locations you will need to backup everything that you have and make notes of things like dashboards (which you would have to re-create)
Then request to have it moved and then re-create everything in the new data location.
Unfortunately as far as I know there is no other way to achieve this.

I'm not concerned about having to republish/reconstruct dashboards. What I need to have clarity around is how to initiate such a migration to a new data center and who is the accountable party within Azure/Power BI Service. Thanks for responding.
