I hoping to get some guidance if there is anyway to create reports with RLS, publish to a workspace and still allow the members to create their own dashboards by pinning the visuals they want. To make RLS work, the user must be designated a member in the workspace and members must be set to only view content but that eleiminates their ability to pin visuals. Is there a best practice? Thanks for any ideas.

Quite the opposite, actually. RLS does NOT work when users are workspace members with Edit or higher permissions.
Your scenario should work out of the box.
