Worth noting here that we had the same problem using a report connected to Azure Analysis Service.
The solution for our case was to set the correct permissions on the PBI dataset, granting Read and Share for the users.

Thanks for your reply. Here are the answers to your questions:
1. It happens only to users that consume the dashboard through the application that I published. It never happend to me as owner of the app workspace/dashboards. All users are internal to my organization with Power BI Pro user license. I found that if I add users, experiencing this issue, to the app workspace as members the issue seems to be resolved ... however this is not the experience we are looking for with this particular app/dashboard. I'm the owner of the app workspace and publish the app defining access rights to the app itself. The dashboards/reports within the app are read-only for those users.
2. We do have RLS setting in Tabular. The way we manage it is with AD Groups, the roles in the data model are defined for a number of AD Groups, and then we admin users in/out of those groups depending what we want them to see. I tried with users being in different AD Groups, having the same issue of tiles not showing values.
3. I run Fiddler and created the saz file. Howwever don't know how to share it with you... any email I can send it to?
I'm also adding two screen captures: 1) from my iPhone showing the dashboard data is refreshed by tiles have no info in them; 2) from my computer showing an endless Refreshing Data process on the top left of the screen without showing any data in the tiles.

1. Does the issue happen to the dashboard owner or shared user(internal user or external user?)?
2. If happens to the shared user, does this user has RLS setting on SSAS tabular side?
