Dashboard tiles not always refreshed - issue started mid March

Since mid March I'm having issues in which automatic email subscriptions are not showing latest data in the snapshots.
This used to be a non-issue, however it appears that some tiles are pulling old data (caching) even though the data set is up to date?

Has there been any changes recently affecting Dashboards or causing tiles to keep cached information?

There are about 3 hours inbetween dataset refresh and when snapshot is triggered in Power BI Service, so I don't see how this can be an issue...
