I have a dashboard that I want to share with external users. I have done the following:
I am puzzled by this issue. I have double-checked the tenant settings in Power BI admin portal and external sharing is enabled. Any suggestions?
Do both customers have a Pro license? What are the domains of the email addresses?

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".

I will double check the licenses, but I would expect the sharing email to be sent regardless of whether the users have a license or not?
