Dashboard Sharing to Signed Up User Fails

I have build a dashboard using a free account and I'm trying to share with another free user in the same domain. They get the email OK and have signed up but can't see the dashboard in their workspace on the mobile app. I don't think I'm using BI Pro features as I have to manually refresh the dashboard.

I can view the dashboard fine on my phone with my account. When the user uses their own account or even my account the dashboard is not available.

I also have what I believe is a separate issue where Power BI does not load in IE 11 but I'm trying to get it working in the mobile app first.

Any advice is greatly appreciated!
