Hello,
We've tested sharing dashboards to an external user without a Power BI Pro License from workspaces backed by Power BI Embedded EM1 SKU and a Premium SKU, and both worked. However, is sharing a dashboard to an external user from an EM SKU supported?
From the licensing material we've seen, it appears that it should only work when shared from a workspace backed by a Premium SKU.

@jat75 This should not work, and if it does, it is out of compliance with the licensing. EM only allows free users to access content via what you have embedded in an application.
Alternative Checks... the end user isn't currently running a "Pro Trial"?
Is Azure B2B set up in that you are covering the cost of the end user?
Are these seperate environments where the Premium license isn't effecting things?

@Seth_C_Bauer That's what we are thinking - it may work but it's out of compliance.
The end user does not have Pro Trial running, nor were they assigned a license from our side via Azure B2B. They are completely seperate environments/domains.
We noticed the same thing with Apps - and Microsoft confirmed it should not work and would be fixed.
