Dashboard Auto Refresh with DQ Not Working

Tiles in Dashboard will be refreshed when data from reports & dataset were refreshed, so it will be same when using import mode or DQ (there is button for manually refreshing in dashboard). you are correct about default behavior of DQ for 15 mins refreshinh. In case you need to refresh data of DQ, you just interactive with reports or charts (something like filter or drill-down) the data will be updated to new. So the main purpose of DQ is keeping data up-to-date.
For faster refreshing or real-time, you could try stream dataset or Power BI with Azure Stream Analytic

Just so I'm clear, the tile not refreshing with the DQ refreshing every 15 minutes is not the correct behavior (bug)? The only thing refreshing is the last time refreshed date/time because I have that option checked to show in my dashboard.

I think tiles should be refreshed when data coming or with small delay, so as your description, it could be minor bug, but could you please provide more information about your way that you tested? Based on that some staffs could re-produce this behavior of system.

In your scenario, dashboard tiles don’t refresh after 15 minutes after you change the underlying dataset, right? If that is the case, how long will you have to wait?
We have ever reported a similar issue internally and get the feedback that if the Power BI Service URL is MSIT as follows, there is delay and the delay can be up to one hour. In other words, the tiles can be automatically refreshed after about one hour. For more details, please check this similar thread.
In addition, you can force a tile refresh by selecting the ellipse (...) in the upper right of a dashboard and selecting Refresh dashboard tiles as other post to reflect the change.Thanks,
