Dashboard Auto Refresh with DQ Not Working
I searched around it it seems the only way to have a dashboard auto refresh is to have the entire report pinned and use DQ. I done both of these updates and the only thing that is updating is "Refreshed" time about every 15 minutes. My understand DQ auto refreshes every 15 min and that inverval is good enough if the dashboard data would also refresh.
I read of some work arounds using a plugin for Firefox to refresh the browser, but that's if I wanted faster than 15 min correct?

Tiles in Dashboard will be refreshed when data from reports & dataset were refreshed, so it will be same when using import mode or DQ (there is button for manually refreshing in dashboard). you are correct about default behavior of DQ for 15 mins refreshinh. In case you need to refresh data of DQ, you just interactive with reports or charts (something like filter or drill-down) the data will be updated to new. So the main purpose of DQ is keeping data up-to-date.
For faster refreshing or real-time, you could try stream dataset or Power BI with Azure Stream Analytic

Just so I'm clear, the tile not refreshing with the DQ refreshing every 15 minutes is not the correct behavior (bug)? The only thing refreshing is the last time refreshed date/time because I have that option checked to show in my dashboard.

I think tiles should be refreshed when data coming or with small delay, so as your description, it could be minor bug, but could you please provide more information about your way that you tested? Based on that some staffs could re-produce this behavior of system.

The default time for DQ is 15 mins.
But if it is in import mode it will refresh the data when the Data set is getting refreshed .
Note:
If u pinned some visuals in Dashboard .
Ex: Pinned Bar Chart if some reason u made change on that like bar going to change to line chart.
In this case the dashboard won't change . even if it is smaller change like add legend too.
This is not minor bug , It is major bug .
Yes, agree with Baskar when there are some changes with charts in reports or publish with new modify, the old tiles could be affected somehow. So you need to remove and pin new tiles.
But for this situation, you will be notified by one message in menu bar as picture
