Changing the Privacy Level in Power BI online as solved the refresh issue.

Same issue, my solution was to set refresh schedule with multiple 'dummy' refresh times that almost always fail but for whatever reason it allows my necessary refreshes succeed. Not a viable business solution when only allowed a limited number of refresh instances.
