Customize the Request access dialog to include portal information

Normally, when user get app access rejected, they will see this dialog page below, and the email goes directly to us, but we actually built a access request form for this case.  if the request form reaches our email, we just have to send back with the link to our access request form.

I wonder if it is possible to customize this dialog page to include the access request form link or better directly lead people to the access request form?
