Custom tooltip broken when hovering over cell with active conditional formatting

I have a custom tooltip defined and narrowed to a single column in a Matrix visual. Hovering over a value in that specific column shows the custom tooltip page while the other column values show the default tooltip. However, when I hover over that specific column where it matches a conditional formatting statement that highlights the cell background yellow, the custom tooltip comes up blank.
