Custom themes for different workspces
We have several workspaces and at the moment we use one custom theme for all of them but we would like for different departments to have different themes. Is is possible to put a custom theme .json file somewhere and when a certain parameter is given, a certain theme is applied to the workspace reports

This is not supported in Power BI currently. And here are some similar ideas you can vote up and post your comments:
Apply Theme at workspace level to all reports in workspace;
Applying report themes via Javascript API;
Set a default Report Theme for all Reports created in the Power BI Service.
In addition, since your requirement is about Power BI Service, not Power BI Report Server, I have moved your post from Report Server forum to Service forum.
