Custom Visual Errorr could not connect to VServer

when i place the control of custom visual </> i received an error

"can't connect  visual server pleae make sure the Visual server is running"

when i type in command prompt:

C:\barChart>pbiviz start
 info   Building visual...
 done   build complete

 info   Starting server...
 info   Server listening on port 8080.
