I just started digging into building Custom Usage Metrics reports and hit my first snag:

So, for anyone who may stumble upon this thread in the future, I did find the solution, which was obvious in retrospect.
From the standard "Usage Metrics Report" report in Workspace A, go to "Manage Permissions", and then select the dataset instead of the report.
From there, users can be granted "Read, Build" access. That, along with read access to the "Custom Usage Metrics Report" in Workspace B should allow them to view the composite report, without having access to the original report or being members of Workspace A.

Indeed, that's your first mistake 🙂 Use the tenant audit logs instead. The Report Usage Metrics datasets are ephemeral, with no guarantee whatsoever. Not a reliable source.
