We have been using Cross tenant B2B collaboration for quite awhile now without issue until just recently.
Our Guest users are no longer able to download .pbix files nor publish to our Power BI tenant.
Guest users from our Azure AD are accessing Reports and Datasets in our Power BI Tenant using the Power BI Service.
They had been able to Download the .pbix files to their own desktops, open them with their own Power BI Desktop app, and publish to a workspace in our Tenant. In addition, our guest users with access were able to use their own Power BI Desktop app and Get Data from the Power Platform – Power BI Datasets that have been shared with them. Now, they are not able to do any of those things.
Has something changed?

We created a support ticket with Microsoft and learned that neither downloading reports created totally in the Power BI Service nor uploading a report from the Power BI Desktop to the B2B shared tenant, is supported.

You said that worked before? Or was it under a different scenario?
We migrated from 'Member' users within our Azure AD to 'Guest' users just about a year ago and both the users and I believe that creating a live connection to the published dataset from within the Power BI Desktop was tested and worked, but we can't be positive. We also were able to see that the reports that the users are able to download are from copies of an original report uploaded from the Desktop. This ability is still available.
We are reverting back to creating 'Member' users within our domain for the couple of B2B users that need to be able to publish new datasets and reports from the Power BI Desktop, which is not ideal, and voting for the Ideas that promote the ability to publish/live connection as guest B2B users.
