Cross-Tenant access to Datasets
Greetings,
We have been using Cross tenant B2B collaboration for quite awhile now without issue until just recently.
Our Guest users are no longer able to download .pbix files nor publish to our Power BI tenant.
Guest users from our Azure AD are accessing Reports and Datasets in our Power BI Tenant using the Power BI Service.
They had been able to Download the .pbix files to their own desktops, open them with their own Power BI Desktop app, and publish to a workspace in our Tenant. In addition, our guest users with access were able to use their own Power BI Desktop app and Get Data from the Power Platform – Power BI Datasets that have been shared with them. Now, they are not able to do any of those things.
Has something changed?
I have confirmed the following:
- In the Azure Portal, External collaboration settings, Guest users have the same access as members
- In the Power BI Admin portal, tenant settings, AAD guest user access to Power BI is enabled for the entire organization.

We created a support ticket with Microsoft and learned that neither downloading reports created totally in the Power BI Service nor uploading a report from the Power BI Desktop to the B2B shared tenant, is supported.
- B2B users are unable to download pbix file
Reports created in the Power BI service must be saved before they can be downloaded.
You can't download reports created directly in the Power BI service.
You can only download the original report. - B2B users are unable to publish report from Power BI desktop
Unfortunately Direct publishing from Power BI desktop to the Power BI service is currently not supported for External Azure AD B2B guest users.
