    According to your description, you want to inquire about power BI license.
    Unfortunately, depending on how and for whom you are analyzing, you may need different kinds of licenses, not just the Pro license

    To create and share reports in Power BI, you need Power BI Pro license i.e. the above license

    The Pro license allows you to publish content to a workspace and share dashboards and reports with other users who have a Pro license.

    If the shared content is hosted in a Premium capacity workspace, it can also be shared with users who have a Free license.

    When you share a report with other customers, especially if the report is embedded in a website, you need to choose different licenses depending on how you share it.

    1.publish the report to Web

    You need a Microsoft Power BI Pro or Premium Per User license to publish to web from workspaces.

    1. Share report/dashboard through Power application.

    Create reports within an app workspace and then publish the app to your clients.

    You can choose to embed the report/dashboard into the application. Depending on the type of embedded application, you will need  different licenses.

    If the app is in the application workspace, you need a Pro/PPU license.

    If the report is embedded in a third-party application, you may need an embedded license.

    You can choose the right license according to your needs.

    Your understanding seems to have a deviation, whether it is the pro license's eight refreshes a day, or the PPU license's 48 refreshes a day, the number of times they target is for each semantic model, that is to say, if you are a pro license, you have four dashboards, if each dashboard corresponds to a semantic model (that is, four semantic model), each semantic model has a corresponding individual 8 times a day to plan the number of times to refresh. Instead of four semantic models sharing a maximum of 8 refreshes per day, each semantic model has its own schedule of 8 refreshes per day.
    These scheduled refreshes will be resumed every day around 00:00 in your time zone.
    And these refreshes are only for scheduled refreshes, and when you click refresh manually, the refreshes are not counted. You can go to the power BI website to get more detailed information, and choose the right license according to your own needs. I hope my explanation can help you.
