Created Workspaces no longer showing

Hi,

Since 2026-02-26 all the Workspaces I created in Power BI Service is no longer there.  This is the same for all users under our domain.  When I try to create a new workspace I get an error box saying:  App workspace creation is disabled.  This looks like a wider problem accross the Mircosoft environment and not for specific users.

Please advise on how we should move forward

Martin

  • Hello martinnilsson,

This does not look like a Microsoft-wide outage. The combination of missing workspaces, “App workspace creation is disabled,” and a 401 (Unauthorized) error strongly indicates a tenant-level configuration or licensing change.

A 401 means the user is authenticated but not authorized to perform the action.

Please have your Power BI / Fabric Admin check the following:

    1. Tenant Settings
Go to Admin Portal → Tenant settings → Workspace settings
Verify that “Create workspaces (new workspace experience)” is enabled.
If restricted to specific security groups, confirm users are still members of the allowed group.

    2. Licensing / Capacity
In Microsoft 365 Admin Center confirm:

      • Power BI Pro licenses are still assigned

      • Fabric trial has not expired

      • Premium / Fabric capacity has not been removed or reassigned

If capacity or licensing changed, workspace visibility and creation rights can be affected for all users.

    1. Tenant confirmation
Ensure users are signed into the correct organization tenant.

Based on the error pattern and cluster URI, this is almost certainly a tenant governance or licensing configuration issue rather than a regional service outage.

Thank you for your response.  I will contact our admin for further information, to try to prevent this from happening in the future.
