Create new capacity workspace with non-pro user

Hello all, 

I tried to create a Power BI / Fabric workspace based on premium capacity with my user (no pro license, Fabric administrator and capacity admin) and I'm getting this message:

My question is: is there any possibility to create a workspace without assigning a pro license to my user or is this mandatory for just creating workspace? The user which wants to create the workspace is only used for tenant and capacity administration. All workspace administration will be done by my second user which has a pro license assigned.
