Create content pack or enable "develop template app" for existing app on premium capacity workspace

Hello guys,

I need help.

We have already published a .pbix on an app on a premium capacity workspace which has many users.

Now we want to publish another .pbix on the smae app but we want the 2 power bi reports to have different content packs so that users of one report can not see another report on the same app.

I can not find the "create content pack" option in the settings of the workspace.
While exploring content packs, i found that content packs have been replaced by template apps.

Now, as I understand, template apps are self service apps to create a report using existing dataset.

Also, the "develop template app" option is disabled in this workspace.

I need help on:

1. How can i create content pack/ develop template app without changing existing app?
2. This is urgent ask, so will really appreciate any help here.
