Create an App Made of Content from Mutiple Workspaces?
Has this not been addressed?
Granted that everyone had permissions to all workspaces and underlying data, is it not possible to have an App published to one workspace, but was filled with Content (ie reports and visualizations) from all workspaces (or at least the ones I have access to)?
If not, can we UPVOTE THIS LIKE IMMEDIATELY?

Currently, the content in the app can only come from one workspace, so if you want to centralize reports from multiple workspaces, you need to save a copy to centralize the reports into one workspace and then create the app.
You can vote the idea and comment there to improve this feature. It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.

App creation considers ONE workspace where your reports are in.
If you need content from other WS you have to make a report copy to this one WS where you want to create your App and include desired content.
