I have a report published in an app. The app (and the corresponding workspace) has restricted access. We provide access to users on an as needed basis. The link to this report is available on Salesforce page, which anybody can click on. So many times a user clicks on this link and comes to the app and just see the message that they don't have access and need to request for the access. Instead of this standard message I want to create a landing page kind of which will give the users more guidelines on if they actually need access or not. Is that possible?
Currently, this is what users see if they don't have access to the app. I want to replace this with a simple report page which will just have some text saying when they should be requesting for access to this report, and this report page should be accessible to everyone, regardless of whether they have access to the app or not.

I can confirm that Power BI currently doesn't allow customization or bypassing of the default "Request Access" screen for reports within a restricted app. If users don't have access to the app, they're immediately prompted to request permission and can't view any reports or landing pages inside it.
However, you have effective alternatives:
1. Create a landing page in SharePoint or Confluence
Set up an internal page explaining the access process and when to request permission. Direct users from Salesforce to this page first, so they have clear guidance before accessing the report.
2. Use a "Publish to Web" Power BI report (if permitted)
If your organization allows, you can build a simple Power BI report with access instructions and publish it as a public link. Just ensure it contains no sensitive data, as it will be publicly accessible.
Both options put you in control of the user experience and help minimize unnecessary access requests.

you could link to a webpage that explains everything, like a wiki, sharepoint or confluence page.
Does that work?
I personally don't see an advantage in linking to a Power BI report that just returns information like a static website.

For that I will have to reach out to the salesforce team and ask them to make this change on their page, like add the instructions or link to the instructions page there. So I was wondering if that can be avoided and there is some way I could do it myself only.
