I'm curious about the scenario below:
I create a content pack and share with people. One person "makes a copy" of a report from my content pack and makes some modifications. Then, they wish to create and publish their own content pack with their version of the report with a sub-set of users. Are they able to do this?
@Anonymous Yes, they can. As long as they have access to that datasource.

It doesn't seem to work when I test the scenario.
It is a direct query report, the credentails to the SQL DB saved in the dataset.
When a consumer of the content pack logs in and creates their own version/copy of the report, then tries to click "Create content pack", it shows no reports/datasets available to create a content pack from and the Publish button is grayed out.

I don't think you can achieve this, it is possible to make a copy of content pack dataset and do some custom report on it.
I checked official document but not found it allow you to publish these copied reports.
