I have a published report which was Published to PowerBI Service and the report link was shared to everyone across the Organization. I had to do some changes to the published report and made those changes in PowerBI desktop.
Now, when I'm trying to publish the same report after the changes but It gives the following error. I cannot delete the report and publish again because that will change the report link which was shared across the Org. Kindly help me in fixing this. I've turned off all scheduled refreshes related to the dataset and tried to publish the report but still the same error appears. Kindly advise.
"A Dataset or report named "XXXXXXXXX" already exists and is set up with cloud refresh. You can save this file with a different name and publish again."

I can't seem to reproduce this issue. Can you provide more information about publish related reports to service, what type of data sources are used, how they are connected, what workspace they are published to, etc.?
According to the documentation, the prompt for the publish process does not have an error message associated with it.

The issue is with an already published report where all the datasources are Dataflows. I had to change some views on my report and then tried to publish the report. It is being published to the same workspace. However, the error appears saying the report is already setup with a cloud refresh and cannot be replaced. It is asking me to change the name and publish.
I donot want to do that because i need to replace the dataset and have the same URL for my report.

Please could you share the datsource of your report and how it was published in one place? I have seen such issues with OneDrive, please have a look at below url:
All the datasources are diferent dataflows. That is why I have turned off all the scheduled refreshes and then tried to replace the report. But still the same error appears.
Ideally it should ask to replace the report dataset and then shoudl replace it. However this is not happening.
