We are currently using Power BI primarily to load excel files and then create reports and dashboards that are shared to various people in the organization. I had created a dashboard that had been shared for a few weeks and all of a sudden, I could view my dashboard but everyone else was getting the following error:

I have no idea what happened to suddenly cause this error. My dataset is entirely in excel, I don't have any scheduled refreshes, I am not using any scripts, and it can't be a formula error or anything because I can still view it. it's just those who I shared it with who suddenly cannot view it. It also warns when I am about to share the dashboard that it contents Pro Content. However, I have no idea what that content might be.
Can someone please help?

Please firstly check that if your dashboard contains Power BI pro content following the instructions in this article. If the dashboard contains pro content, the users that you share dashboard to should have pro licenses in order to view reports.

I used that page specifically for all my troubleshooting. I have confirmed that none of my reports fall under any of those categories. All of them are powered by excel sheets so it would fall under this:
Conversely, if your content contains only the following items it will be consumable by both Power BI free and Pro users:
A dashboard or report connected to content packs for services (e.g. Dynamics CRM, Salesforce, and Google Analytics).
A dashboard or report with data imported from files such as Excel spreadsheets, Power BI Desktop, and CSV.
Secondly, I understand that users need a pro account to view pro content, that's precisely why I want to find out more about what is causing this flag. It would be MUCH easier if the specific item that flipped the "pro" flag could be identified so that we ourselves could see what exactly is causing it to be pro content.
Thirdly, it is looking like this issue may have been caused due to the use of visual interaction changes within the report. We had a certain slicer that we wanted to use only for one visual and not the other. When we modified the visual interactions to incorporate this change, we noticed that all of the reports and pages were now flagged as "pro content" and nothing was viewable for the entire dashboard. While this may have not been the exact reason, could this have somehow flipped the flag?

Do you set RLS for your dataset? How about re-creating a new dashbaord and sharing the dashboard?

Hi Lydia,
We did not have RLS for the data set. We somehow just obtained a .pbix version that was a day old and that seemed to work fine (all the same data sets and everything).
