Couldn't Publish to Power BI

Hi Team,

In a workspace one of the user facing issue while publishing a report from power bi desktop to service getting error like Couldn't Publish to Power BI. I have checked with that user has Member access for this workspace as well as using databricks as data source. All the tables have access. Even creating a sample table in power bi desktop when publish into service getting same issue but he has pro licenses and can able to create semantic model, report in power bi service. What could be the reason for this issue.Even she can't able to publish a sample report in my workspace as well.She has also cleared the cache. image (3).png

@InsightsByV  and @SaiTejaTalasila  have accurately identified the main requirements license type and workspace permissions.

He need both the correct license and workspace permissions to publish successfully.

Hi @ManasRout ,

This issue seems to be an issue with tenant-lvel or user level restrictions as the user is not able to publish any reports in service. 

Go to "Admin Portal" ->"Tenant Settings" -> go to "Publish to Web" -> make sure user is part of this.


Hi @InsightsByV , only 1 user is facing this issue but other users can able to pulish from desktop to service and there is no tenant issue. is there any setting need to be turn on in power bi option & setting.

Yes, I believe just check once in Tenant Settings, if the user is allowed to publish reports in Service.

In the Desktop, make sure they are logged in with your domains credentials.  I once had a user that was logged in with different credentials on the Desktop and experienced the same.

Hi @blopez11 Thank you for the information yes the user using her credential in power bi desktop. Is there any other things can blocking this issue.
