I have one user who can't publish a report. He gets the message:
"Couldn't Publish to Power BI
Only users with certain Power BI licenses can publish to this workspace"
The workspace is an embedded premium workspace. HIs access to the workspace is a member. Other users with a Power BI Pro license have no problem. He is using the August 2022 version of Power BI Desktop which works fine for me.
Yes, I checked four times to be sure he has a Power BI Pro license assigned to him.
I looked at his sign ins in Azure Active Directory and he sucessfully signed in to Power BI. I can't think of where else to look to see what is going wrong. Any ideas?

Good suggestion but he couldn't publish to there either. I will have to open a ticket.

Could you create a new app workspace and then test to see if the user can upload to this app workspace?
If that still fails I would suggest chatting to your Power BI Admin to see if any tenant settings have been enabled.
