Why is the Copilot option showing up in Power BI Service, when the tenant setting is disabled for the entire organization? Also, it is never consistent - sometimes it appears for some users, other times it does not.

No, the issue persists and is resulting in bad UX. No way to suppress these buttons.
I still have the issue as well. I even followed instructions on Microsoft's blog that shows you how to turn it off by default, since it will be on by default starting May 20th, but its still showing up. I had another open ticket with support, so was waiting til that one was resolved before opening yet another.
